Mrs. Darlene Chapman-Cummings - Founder/President
Mrs. Chapman-Cummings has made improving children's
lives a major focus of her professional and community advocacy activities. Currently she is a Philadelphia Police Officer
and a facilitator of the D.A.R.E. (Drug Abuse Resistance Education) program. D.A.R.E. offers her the opportunity to interact
with neighborhood youth.
I was raised in Los Angeles by my father, where I graduated from business college. My life experiences has developed
in me a compassion to help my community especially the children.
I founded PAPA in 1989 when our city had a large
problem with "latch-key" children (children who had to stay home alone after school). I had four children then and I could
not afford any extracurricular activities times 4. So I started my own organization. I begged everybody I knew for everything
I needed because I did not want to charge the families. During my time spent with the children and the community I grew.
I did more and more, From arts and craft once a week to teenages dances and an annual Ocean City MD trip. Now, annually we
have our Halloween/Harvest Block Party and Street Christmas Caroling.
These activities have been successful at bringing
the community together and continue to provide an alternative to children being home alone after school or on the street.

Ms. Towanda Woodall - Vice President
Towanda Woodall is the Assistant Director for People Achieving Positive Attitudes, and is a lifelong
resident of the City of Philadelphia. She holds a Bachelor of Science
Degree in Paralegal Studies from Pierce College and currently is a Master of Arts Candidate at LaSalle University; both of
Philadelphia, PA.
Ms. Woodall is a community leader, serving as Block Captain for
over ten (10) years. She has encountered many experiences allowing her to work
with diverse groups of people as well as mentor and assist many teenage and young adults within the community. Ms. Woodall also volunteers as a member of the Family Readiness Group, an organization assisting military
families with issues and concerns while having a spouse or family member deployed to war torn countries.
Ms. Woodall is recognized as a diplomatic yet decisive professional with exceptional organizational skills. She is goal-oriented in nature with a dedication toward achieving results.

Officer Van Buren Brown Sr. - Senior Consultant
Officer Van Buren Brown, Sr. is a Senior Consultant for People
Achieving Positive Attitudes, and is a veteran of the Philadelphia Police Department.
He currently teaches two proactive prevention programs in the Philadelphia public, private and parochial school systems:
Drug Abuse Resistance Education (D.A.R.E) and Gang Resistance Education and Training (G.R.E.A.T).
In addition to his teaching
in the schools, Officer Brown is a D.A.R.E. mentor for the State of Pennsylvania
responsible for the certification of D.A.R.E. Instructor statewide and a G.R.E.A.T. Team Leader which certifies law enforcement
officers nationally and internationally. He also holds the position of Seminar
Supervisor for the G.R.E.A.T. Program.

to be non-violent.”
Rosa Owen - Program Director
Rosa Owens is the Program Director for People Achieving Positive Attitudes. She is a lifelong resident and native of Philadelphia. Ms.
Owens was educated in the Philadelphia Public School System and is the mother of three.
Her goal is to help get children off of the streets and to show them a more positive way of life.

Cheryl Ali - Executive Administrative Assistant
Cheryl Ali is the Executive Administrative Assistant for People
Achieving Positive Attitudes. She is a Philadelphia School Educator, mother of
five and grandmother of six. She has a genuine concern for the safety of all
children and truly feels that P.A.P.A. is an organization filled with members that are truly people achieving positive attitudes
and worthy of support from all seeking to change our communities for the better.
